Presented in the memory of Allan Russell to the BNOA official who did the most in promoting the ideals of sports officiating, and the development of young officials. In establishing this award, the Russell family asked that the winner be chosen on the basis of the following criteria: character, sportsmanship, citizenship, dependability and participation in association activities. |
